SAN ANTONIO – After issuing nearly $450 million in financial relief to more than 127,000 military service members and federal employees during the October/November 2025 government shutdown, USAA again stands ready to serve impacted members ahead of a possible partial federal funding lapse on January 31.

To help members navigate potential disruptions to pay, USAA’s Government Shutdown Program includes a no-interest loan equal to the amount of one net paycheck, up to $6,000. Applying for this no-interest loan will not affect a member’s credit score1.

To be eligible, members will need to be employed by an impacted federal agency and have received a qualifying direct deposit into a USAA checking or savings account within 30 days prior to the beginning of the shutdown. Members may also be eligible for a variety of payment relief offers across USAA banking and insurance products.

“The extensive relief we provided during the last shutdown exemplifies how we take care of our own, helping our military service members, federal employees and families feel secure about their finances through life’s unexpected moments,” said Michael Moran, President, USAA Federal Savings Bank. “We stand ready to serve our members again and help ensure their peace of mind, just one of the many ways we strive to deliver value.”

The program will open as the federal funding deadline passes and pay impacts become imminent in  February. Once available, applications can be easily completed on the USAA app, USAA.com, and over the phone.
